KFN Policies
KFN policies help to ensure the administrative and governance processes of the Nation work effectively, fairly, consistently, and smoothly to the benefit of all our members. In addition, since 2023, K’ómoks has undertaken a significant project to develop the Nation’s polices, including revamping out of date policies and establishing new ones. This work has moved KFN closer to the First Nation Financial Management Board (FMB) standards and certification.
Administration
Food Fish Policy (Effective July 10, 2017)
Provides steps on how to organize and manage the distribution of food fish to the community, while ensuring that the distribution is conducted in a fair and just manner.
Education
Post-Secondary Education Funding Policy (Effective April 11, 2024)
Provides KFN students with a complete guide on how post-secondary funding is assigned and how to access available funds.
Finance
Annual Planning and Budgeting Policy (Effective June 13, 2024)
Ensures a complete planning process is established to support the on-going decision making of the Nation.
Authorization Delegation Table (Effective July 18, 2024)
Outlines which responsibilities Council can delegate to staff roles, such as the CAO or the Director of Finance, and which responsibilities Council must maintain. This policy is required in working towards FNFMB certification.
Borrowing Long Term Debt Policy (Effective April 25, 2024)
Establishes an effective borrowing and accountable framework for the Nation.
Expenditures Travel Policy (Effective August 1, 2024)
Establishes a consistent process around payments to suppliers and reimbursements to Council, Committee members, Staff, the KFN community and others.
Finance Risk Policy (Effective July 25, 2024)
Provides guidance on risk management as part of the integrated planning process and ongoing governance activities of the Nation.
Financial and Operational Reporting Policy (Effective July 25, 2024)
Establishes financial and operational reporting requirements and practices to provide timely, accurate and relevant financial and operational information to decision makers.
Institution Account and Cash Management Policy (Effective April 18, 2024)
Specifies authorities and responsibilities over banking activities, including signing and approval authorities, opening and closing of accounts, and processing transactions to limit the chance of loss of funds.
Insurance Policy (Effective May 30, 2024)
Provides guidance on establishing and maintaining an insurance program for the KFN Government.
Investment Policy (Effective February 5, 2018)
Formulates investment principles, guidelines, and monitoring procedures for funds invested by the KFN government, which meet all applicable legal and legislative requirements.
Lending Guarantees and Indemnities Policy (Effective April 25, 2024)
Provides KFN with an effective and transparent process for the approval, collection and documentation of lending, loan guarantees and indemnities (protection against a loss) given by KFN, as permitted in the Financial Administration Law (FAL).
Purchasing Policy (Effective August 1, 2024)
Guides the purchasing of quality goods, services, and assets, to ensure they are environmentally responsible, at the best prices available, at high quality and represent value for money to demonstrate transparency and fairness.
Spending Policy (Effective February 5, 2018)
Sets maximum levels of disbursement that can be made in any one fiscal year from KFN investment funds, the authority and process for making those disbursements, and the process that will ensure the disbursements are used solely for the purpose for which funds were intended.

Employee Handbook (Effective May 23, 2024)
Lists the terms and conditions of employment that apply to every employee as they carry out their responsibilities at KFN. The policies, benefits, and services detailed within reflect a concern not only for the well-being but also for the personal growth and development of all employees at KFN.
Human Resource Policy (Effective May 23, 2024)
Specifies the fair and effective delivery of Human Resource services for the KFN Government.
Workplace Harassment and Violence Prevention Policy (Effective March 22, 2023)
Outlines how KFN will address issues of workplace harassment and violence. It is intended to protect all staff from workplace harassment and violence from all sources, whether internal or external. KFN jointly developed this Policy with the KFN Occupational Health and Safety (OHS) Committee.
Intergovernmental Relations
Ancestral Objects, Remains Repatriation and Management Policy (Effective April 28, 2021)
Provides guidelines for KFN on receiving and retaining collections of artifacts, cultural objects, ancestral remains, and other objects/materials of relevance to KFN history and culture from private and institutional donors.
Cultural Heritage Policy (Effective October 2, 2020)
Guides the appropriate protection, management, and study of KFN cultural heritage in accordance with the Nation’s ancestral teachings as handed down from the ancestors.
Public Works
Elderplex Housing Policy (Effective April 4, 2024)
Outlines the tenant eligibility and selection criteria, along with landlord and tenant guidelines.
Housing Renovations Funded under Indigenous Service Canada (ISC) Policy and Appendix A (Effective February 15, 2024)
Outlines KFN’s goals to improve housing health and safety standards; extend the structural and/or mechanical life expectancy of homes located on reserve and ensure the limited housing related funds the Nation receives from ISC are used to the greatest benefit of the membership.
New Home Construction Policy (Effective September 18, 2020)
Provides detailed information and guidelines to each of the steps involved in housing construction; such as, but not limited to, eligibility for capital, housing subsidies, application process, and building construction on lot.
