Position Overview

The Finance Officer reports to the Finance Manager and is responsible for ensuring strong financial stewardship, accuracy, transparency, and accountability across the K’ómoks Economic Development Corporation (KEDC) and its business enterprises. This role supports the financial health of Nation‑owned businesses, partnerships, joint ventures, and investment activities through a range of accounting and administrative responsibilities to ensure financial controls are being maintained and fiduciary operations are completed correctly and efficiently.

The Finance Officer ensures that all financial practices uphold Indigenous values, support community prosperity, and meet regulatory, governance, and reporting requirements. This position contributes directly to Nation economic sovereignty, supporting long‑term prosperity, transparency, and responsible stewardship of community‑owned assets. The Finance Officer plays a key role in building trust, strengthening economic performance, and supporting intergenerational wealth creation for the Nation.

Key Responsibilities

  • Financial Management & Reporting
    • Process financial transactions accounts payable and receivables in accordance with KEDC policies and procedures
    • Prepare monthly, quarterly, and annual financial statements for the KEDC and its subsidiaries
    • Maintain the general ledger and ensure accurate journal entries, reconciliations, and financial records through prompt payments of clients and suppliers
    • Assist with year‑end processes, including working with auditors to complete compliance and financial audits
    • Prepare cash‑flow forecasts, variance analyses, and financial dashboards for executive leadership
    • Ensure compliance with accounting standards (ASPE or IFRS), tax regulations, and Indigenous governance requirements
  • Budgeting & Forecasting
    • Support development of annual budgets in collaboration with executives, managers, and project leads
    • Track spending against approved budgets, highlighting risks, variances, and mitigation options
    • Monitor financial performance of EDC businesses and economic development projects
  • Accounts Payable & Accounts Receivable
    • Manage vendor payments, purchase orders, and invoice processing with strong internal controls
    • Maintain accurate accounts receivable tracking, collections processes, and customer/vendor relationships
    • Ensure compliance with procurement policies and delegated financial authorities
    • Conduct monthly invoicing to KEDC entities
  • Project & Partnership Finance
    • Provide financial tracking for economic development projects, joint ventures, and Nation‑owned enterprises
    • Support funding agreements, contribution agreements, and government reporting
    • Track deliverables, milestones, reporting deadlines, and cashflow requirements
    • Maintain financial documentation for impact benefit agreements, resource revenue sharing, and partnership arrangements
  • Governance & Compliance
    • Ensure financial practices align with Indigenous governance principles and EDC policies
    • Prepare financial materials for Board meetings, including briefing notes, reports, and financial summaries
    • Maintain strict confidentiality and safeguard sensitive business and community information
    • Support implementation of financial policies, internal controls, and risk‑management frameworks
  • Operational Support
    • Ensure timesheets are submitted in a timely manner and are properly approved by managers
    • Calculate and process all payroll requirements, employee hours, overtime, and any other earnings and payroll-related deductions are correct and compliant with government regulations
    • Support payroll administration and employee expense claims (if applicable)
    • Support Benefits Administration
    • Maintain organized filing systems for contracts, financial records, and audits
    • Assist operational managers with financial questions, cost estimates, funding applications, and reporting
    • Implement digital tools and AI‑enabled platforms to improve financial efficiency, accuracy, and workflows

Qualifications

  • Education & Credentials
    • Diploma or degree in accounting, finance, business administration, or related field
    • CPA designation or CPA candidate an asset but not required
    • Coursework or training in Indigenous finance or governance considered an asset
  • Experience
    • 3–5 years experience in financial administration, accounting, or finance roles
    • Experience in Indigenous organizations, economic development corporations, or government highly valued
    • Experience with audits, budgets, and multi‑entity accounting preferred
    • Experience with project‑based financial tracking, funding agreements, and reporting
  • Technical Skills
    • Proficiency with accounting software (Sage, QuickBooks, etc.) and desktop applications (MS Office 365)
    • Strong Excel and financial analysis skills
    • Comfortable adopting new technology, including AI tools for reconciliation and automation

    • Strong communication skills, especially financial storytelling and clarity

    • Ability to multi-task and work as part of a dynamic team while demonstrating flexibility, autonomy, and a focus on execution
    • Experience working with First Nations businesses and employers
  • Working Conditions
    • Office‑based with occasional community meetings or site visits
    • May involve deadlines tied to Board meetings, funding reports, or audits
    • Collaboration with Nation departments, business managers, external partners, and auditors
    • High level of stress during reporting deadlines
    • Overtime may be required, especially during financial reporting periods
